Public Procurement remains a key focus for policy makers in this time of global downturn and austerity. As such both academics and practitioners have a desire to share their research and practice in and open and transparent environment. In Dublin, August 2014, the Sixth International Public Procurement Conference (IPPC6) will take place. The IPPC is the largest international public procurement conference globally dedicated to academic discussion and practitioner engagement. Best Paper Awards:
There are three best paper awards, with $3,000 for the 1st best paper, $2,000 for the 2nd best paper, and $1,000 for the 3rd best paper. In addition, there are awards for students’ and practitioners’ best papers. Following are three best papers from IPPC5. more

The 4th Conference - A Success

Best Paper Awards (sponsored by the Korean Public Procurement Service)

The Korean Public Procurement Service provided three Best Paper Awards (with U.S. $ 5,000 for the first best paper; US$ 3,000 for the secend best paper, and U.S. $ 1,000 for the 3rd best paper). The following papers were reviewed and selected by a seven-member Best Paper Selection Committee for the IPPC4 Best Papers Award Program:
First Place: “Public Procurement as an Industrial Policy Tool – An Option for Developing Countries?” by Rainer Kattel and Veiko Lember;
Second Place: “ Supplier Delivery Performance In Ugandan Public Procurement Contracts,” by Joseph M. Ntayi, Irene Namugenyi and Sarah Eyaa;
Third Place (Tied): “Electronic Reverse Auctions and the Public Sector: Factors of Success,” by Moshe E. Shalev and Stee Asbjornsen; and
Third Place (Tied): “Regulating Public Procurement Law at Supranational Level: The Example of EC Agreements on Public Procurement,: by  Johannes Siegfried Schnitzer.

4th IPPC Papers: Publications
Since its inception, selected papers were published in the premier academic Journal of Public Procurement, and in a book.  The remaining papers were placed in the IPPC Proceedings (in CD-Rom or USB).  These publications were ready for timely distribution at the conference.

1. Journal of Public Procurement: All 165 full papers were peer-reviewed by three members of th Science Committee. Ten papers were selected for publication in Issues 3 and 4, Volume 10 (2010).
2. Book, Towards New Horizons in Public Procurement: Through the peer review process, 20 of 165 full papers were selected for publication in the book.
3. The remaining papers were placed in the IPPC Proceedings (in CD-Rom). 

In addition, all conference papers will be posted by September 30 on the IPPC website (www.ippa.org) for those researchers and practitioners who could not attend the conference.  Accessing these papers is free, except those published in the Journal of Public Procurement and the book.

CONGRATULATIONS

We would like to congratulate  the Korean hosts, the Korean Public Procurement Service, the Korea Association of Procurement and Supply Management, and the Korea Institute of Procurement, on their flawless conference organization. All participants enjoyed greatly the Korean cultural show on August 26 dinner reception.

5th CONFERENCE

Florida Atlantic University -- in cooperation with the National Institute of Governmental Purchasing will host the 5th IPPC which will be held in USA in 2012. Information about the 5th IPPC will be anounced in March 2011.

SPONSORSHIPS

The IPPC will try to get sponsorships to fund a number of selected practitioners and researchers from developing, low-income countries to attend future conferences.
