The Advisory Council consists of invited public procurement executives of national procurement agencies and procurement associations as well as prominent public procurement scholars. The Council will help set the strategic plan for IPPC in research and publications and help find ways to advance global public procurement.

Started as a specialist in construction contract and management at the year of 1987. Now becoming a chief manager in not only contracting public construction, but also procuring public goods and service. Sally Collier, Executive Director of Policy and Capability, Office of Government Commerce, UK. Sally’s current portfolio includes leading a programme of Procurement Capability Reviews (PCRs) in central government to assess and benchmark capability and effectiveness.  She is also responsible for the development and application of UK public procurement policy, and her team of policy experts represents the UK on public procurement at the European Commission and World Trade Organisation. Sally is responsible for OGC’s leadership across government to develop a consolidated approach to the use of public procurement in the furtherance of the UK Government’s wider policy goals – environment, social and economic.
